The ramp was removed due to construction.

It’s unlocked now.
It’s hard to say as they are redoing this entire section of freeway. Right now the entire ramp is gone and a huge wall has been put up. I can’t yet tell if they will rebuild the ramp or not. From the looks of it. it might not get rebuilt.
