I would like the following roads connected if that would be possible. They need to be connected because they roads are connected in real life.

You are correct that an alley is indeed appropriate in this case since the northern portion of 128 St is a no stopping zone and thus stopping to access the houses from 128 St would be illegal. When this situation occurs its best to add residential place points for the addresses to ensure correct routing via the alley. I’ve added them in this case so you can see an example.
Yes, I thought an alley was necessary because the garages of multiple houses are there and that is where someone with a car would want to go. 20km/h is the default in Surrey, and I think most of Canada for alleys (where I saw it also said any private road with no sign such as a parking lot or a private road). I do not see these residential place points, though. Is that related to house numbers?
You need to be careful when assessing when a alley is needed. More often than not alleys are not required. The garage location isn’t always the location where a driver should be directed. Typically, the front door will be used but should be where a driver would drop someone off, not necessarily where they would park. https://wiki.waze.com/wiki/Places#Setting_the_stop_point_for_a_Place
An example like this could be found here. The garage is around back but the correct marker location is to the front of the house as that is where you expect a driver to drop someone off. That’s why there is no alley here and adding it wouldn’t be appropriate as it would add nothing to routing.
Indeed residential point places are related to house numbers. They allow you to place a house number on a segment that is not the named street. i.e. in the case of the addresses on 128 St house numbers would only allow you to place the address on 128 St but it is preferred that drivers get navigated to the alley so residential point places need to be used.
We don’t seem to have much information on residential point places, likely because they are fairly new. You can create an RPP by adding any kind of Place point and clicking “Convert to residential” which is located jsut above the address field.
I understand. So it is required in this case because the road is a no stopping zone but not useful to have it on other roads like the one you showed because someone going there could stop in front of the house. I will take a look at RPPs. Thanks!
There are few reasons to map laneways, even though we have many mapped in the Metro Vancouver area. Trexer0 is correct, the only need to add laneways in Surrey is where there is no parking and no stopping on the main road, and as pointed out, it’s also important to add the RPP at the same time.
Update: I have most of the RPPs in place with house numbers. I still need to add the rest of the numbers manually as they are not seen from street view.

@BMichaelW as you’re relatively new to mapping, I want to make sure you’re aware of copyright issues with mapping. We cannot use data sources that carry a copyright and this includes google maps (but streetview is OK), bing and pretty much any other online mapping service. Municipal services such as COSMOS are for the most part legit information sources for new streets as well as addresses, points of interest etc as they are provided “as is”. Please be aware of these complications as you map, and please don’t take this as a suggestion that you’re not doing so already.
