I have kind of an odd question. Maybe [user]gettingthere[/user] can answer… I live in the states and I have friends abroad (Spain, Mexico, etc) if I go visit them and use Waze while in the car, how is it going to work for points/maps/etc?
Points will show up on the world server. They will not be added to your US points. Maps should be fine after seeing an alert for an “infrastructure change” and an app restart if I recall.

When I was in Honduras last spring, it worked fine. Just as WeeeZer14 wrote. I recorded a lot of roads, several major ones, and then added them to the map later.
The previous responses have it covered perfectly!
Although if you visit Mexico, very close to the US border, you may actually stay on the US infrastructure and earn points on the US/Canada server. Depending on where you go there may not be any map though since Mexico is officially on the World server.
