I am currently in Valencia staying in the old city in Citizentral Hotel. It is reachable by car however all the streets in the old city are marked as Routable Pedestrian Paths, which are non routable by Waze, they should be converted to Narrow Streets so they can be driven through by car.
Not all streets are passable by car but there is sufficient number of them that allow some locations to be reached.
There are obvious restrictions on the amount of traffic but it should still be possible to gain access.

Following your description I guess these are restricted streets and, according to that, the correct type would be private, sou you would get routed only when it is your destination.

There is also Citizentral pending approval as the Google Map’s location is wrong.

All road access to Plaza de la Reina should be closed. The entire square is dug up and impassable to any traffic.
