Virginia Functional Classification Modifications

There are a handful of roads in Virginia that are designated as Primary State Routes but, are not used for long distance routing through the state. Instead, they provide access to Virginia state institutions such as colleges, hospitals, prisons state parks and others. Here is a non-exhaustive list of state routes that specifically serve institutions.

For instance, many colleges in VA have either their entrances, or all of their roads designated as primary state routes. i.e. every road on the campus of VT is designated as SR-314 and JMU roads are designated as SR-331 url=http://www.virginiadot.org/info/resources/route-index-07012003.pdf[/url]. Additionally, the entrance to Wytheville Community College is another good example of a road type/priority disparity between the FC maps and our current FC policies.

I propose that roads of this nature be classified by the state FC map rather than our policy of making all primary state routes as minor highways. This would better align with our current practices, considering that all the roads on the campuses of VT and JMU are not minor highways. Additionally, we would need to create a list of our own and add this guidance to the FC section of the Virginia wiki page. Does anyone have any comments or concerns about this?

Plus some have segments that are closed to the public during the academic sessions.

Are they all 3xx roads (+217 Smyth County)?

It seems like most of them are in the 300’s, but I haven’t checked out all of them, nor do I know if all 300’s fall into this category. I think we could handle this on a case by case basis and add them to a list as we go.

Can we also add “dirt road trumps functional class”?

However, there are some states that may not like the “dirt road trumps FC” because they have a LOT of dirt roads. But limiting this to VA, I think its a good idea.

The good news (?) is that not all of these SRs appear in Waze: e.g., per the wiki, SR-315 is supposed to be here:

But that is now a cobblestone non-driveable entry. I’ll scan the list for other FC issues in my areas.

If it seams to always be SR3xx roads. Does VDOT designated 3xx roads as institution roads?

I think many of the 3xx roads are institutional access, but far from all of them; and most of the institutional access roads are in the 3xx series.

For example, Old Dominion Dr in Arlington and Fairfax Counties is SR 309; definitely not an institution road.

Please take a look at the wikipedia page for Primary State Routes Under a Mile. It seems like we have another group of roads that potentially don’t match up with the Waze assumption that Primary State Routes should be Minor Highways to facilitate long distance routing. I haven’t looked at all of them yet, but SR-98 (Main St) southeast of S Scenic Hwy sticks out if it is set as a Minor Highway.

Pending further investigation, does anyone have any objections lumping this group in with our list of state routes that service state institutions?

No objections here. +1 for short routes using FC vice forced to mH minimum.

Are we going to use the wikipedia list as primary sauce or make our own list for sub-page of the VA Wiki?

I think we are getting to the point where we have enough exceptions to make our own list.
