I’m afraid Waze is only supported on Android and iOS, so the answer to that is no. There used to be a Windows Mobile version, but if it still works now, it would mostly be by chance and not because it is intended to still work.

As Glodenox stated, Waze doesn’t support Windows Phones so the download may not be any good anyway.
