Two aspects of the request mean that it has to be denied:-
Waze does not have the capability to selectively close individual lanes (yet!) and
as a Level1 Editor you aren’t permitted to apply closures to segments, except as a Driver using the App on the road; even then the closure can only be in one direction, and often has to be confirmed by the action of other users.
Regrettfully therefore the request cannot be satisfied, but I hope the experience has been useful.
