Scheduling school areas

We need the community’s help to create a schedule for school zones in MS following the School Calendar from the Mato Grosso do Sul State Secretariat of Education.

Due to the particularities of cities that follow the Brasília time zone and the schools’ autonomy regarding start and end times for classes, the goal is to cover all of them — of course, exceptions will be analyzed — or as many as possible to facilitate editing and ensure standardization.

The suggestion would be the following times for the schedule:
Schools with day and night shifts between 06:35 and 23:25;
Schools with only a night shift between 18:35 and 23:25;
Schools with only a day shift between 06:35 and 18:35.

The initiative to standardize school zone alerts in Mato Grosso do Sul is excellent. A standardized schedule is a crucial strategy for editing efficiency.

To contribute to the discussion, I am presenting an analysis based on official data and direct inquiries. According to the State Department of Education (SED/MS), schools have the autonomy to set their own schedules (Resolution/SED/MS No. 4,386/2025), which prevents a single standard. Furthermore, the coexistence of two time zones in the state—the official one (GMT-4) and the one used by municipalities bordering SP and PR (GMT-3)—is a factor that must be considered.

Aiming for a more effective solution, I contacted directors of school units operating in both time zones. Based on this survey, I suggest that scheduling focus on peak student traffic intervals, as follows:

Suggested Interval-Based Scheduling:

  • Entry (Morning/Full-day Period): 06:00 - 08:00
  • Midday Transition (Morning Departure / Afternoon Entry): 10:30 - 13:30
  • Afternoon/Evening Transition (Afternoon and Full-day Departure / Night Entry): 15:10 - 19:00
  • Departure (Night Period): 22:00 - 23:00

This time-window model proves to be more robust, as its range is designed to accommodate scheduling variations across different locations in the state, optimizing alert accuracy (avoiding alerts during times when students are in the classroom).

I think the alerts should be for a maximum of 1 hour, considering the arrival and departure times.
Specifically, I’m thinking 45 minutes: 30 minutes before and 15 minutes after the time for arrivals, and the opposite for departures—15 before and 30 after.
During lunch and at the end of the day, if they overlap or are very close, make the window longer.
Too many alerts will cause people to start ignoring them.
