Basemap editing guidance

I have created a draft wiki page designed to help out editors unfamiliar with editing the basemap, and to help veteran editors brush up on current recommendations. As much of rural Nebraska is still basemap, and is sometimes poorly routable due to incorrect one-way roads or other errors, cleaning up the basemap is a worthwhile task, and a relatively low-risk way for newer editors to gain some experience.

Please let me know what you like, disagree with, would like clarification on, etc.

Looks great! I would re-organize the images that have reference numbers and make them larger. It’s hard to see the details of each reference.

Completely reformatted into table form. Should make images far more useful without having to click out of the main document.
