The lock level of junction boxes themselves cannot be changed. Their lock level is based on their editable lock level (in Australia this is level 3) or the lock level of the attached segments, whichever is higher.

Therefore, I have gone ahead and connected the parking roads for you. Please double check that the enabled turns are correct and adjust is necessary.
