Bulk speed limit edit suggestion blocked by an error if any selected segment already matches target speed

Standard bug
Steps to reproduce this issue:
When selecting multiple segments to create a suggestion to change the speed limit on - It doesn’t work and is blocked by an error.

For 3 sequential segments:

  • A: SL of 100km/h
  • B: SL of 60km/h
  • C: SL of 100km/h

If a level 4 editor selects all three segments and changes the SL to 100km/h, an error appears saying “Edit Proposals must include at least one suggested attribute for Segments”.
