I corrected a junction issue, but the editor won’t allow me enable turns on any of the affected segments. The road I connected the segment to is locked, could this be the issue?

Ok. I’ll post over in the unlock thread. Is the “lock” checkbox the only way to tell a segment’s locked? It wasn’t indicated as locked, which is why I posted here.
It looks like you took care of this? As defined, a locked junction is not just about the segment you would be traveling on, but any segment could be locked.
