I am trying to edit a segment that does not appear to be locked. I am, however, unable to edit the segment. Perhaps it is because it is a turn that goes onto a locked segment. When I click on that segment, it says I need a Level 5 unlock.
It is an automatically detected problem. The turn needs to be allowed, but I have been unable to edit it. If it needs to be unlocked, please do so.

I’ve allowed the turn, but kept the locks in place.
When one (or more) of the segments attached to a junction all the turns at that node are locked.
I can tell you what probably happened - there probably was a turn lane at the junction and someone removed it (correctly) but due to the locks couldn’t update the turn restrictions or put the turn lane back.
