Steps to reproduce this issue:
Click on Map Suggestion tab in state of MA, USA. Only one there is marked OPEN but it cannot be managed, touched, or cleared.

Steps to reproduce this issue:
When a segment has a suggested edit on it, but gets modified such that the segment ID changes, editors can no longer process the suggestion nor than they remove the suggestion.

Scripts are disabled.

To follow up on this, I re-checked the suggestions you provided and the issue does not seem to be relevant for them anymore.
Suggestion 1 has been rejected and suggestion 2 appears to have been removed.
Currently, such suggestions get removed automatically.
Please let me know if there are any similar examples which require further investigation.
