Hey Tom, because you’ve split this segment, not sure why though, closures can’t be added until the map tile update is done. Closures are added directly to the live segments, by splitting this segment you have created 2 new segments, the IDs of which can’t be found in the live map 
We don’t split segments to make closures neater, we close the entire segment instead, after all Waze is likely to only use this country road for through routing. Segments can be split when bridges are present, this allows us to closure only the bridge and Waze would still route either side.
Ah, my bad! I saw that this closure wasn’t for the entire road so I thought it would be best to split the segments at the point the road would be closed to. I didn’t think about the tile updates (doh!) Also, I wasn’t up-to-date with the segment splitting for closures rule, guess I found out the hard way! Sorry about this.
No worries, if you’re bored waiting for another tile update you can always have a browse of the Real Time Closure* Wazeopedia page. We all have to learn at some point, I made some awesome clangers as an L1… (and still do at L5).
