Reason for request: Can’t add closure
Split The Drive to be able to add Elgin closure, but now getting message that closure can’t be added as segment probably deleted. I try to do just that, deleted the segment. redrew it, and still can’t add the closure. I am sure I have messed something up, but not sure what.
You need to wait for an “international” tile update, then you can add the closure.
An explanation, based on my inference, possibly not entirely accurate. The map used by the Waze map is not quite the one you see in the editor. Periodically (every day when things are working well), Waze run a process which generates the app map from the editor map. Explaining the difference would required technical knowledge which I don’t have, but basically the app map is simplified and codified to make deriving routing and navigation instructions easier (for a computer). This is why changes to the map in the editor take a while to appear on the map.
Closures however appear on the app instantly (well, within seconds). So there must be a way of copying them from the editor map on to the app map. It seems this only works if the specific area of the editor map hasn’t been changed since the app map was last derived from it. If there has been a change, then you need to wait for the next regeneration of the app map, aka a tile update.

There appears to be an issue currently in updating the ROW tiles… no updates since 25 Jan apparently.
