It’s concerning that you think that… this reinforces the need for the lock on Federal roads (MaH) to be higher.
One important thing to remember is that a high lock does not prevent a novice editor from submitting edit suggestions.
When suggestions are approved, the edit points are credited to the person who made the suggestion
So even through suggestions, it is possible to earn points to level up.
This is only for editing the segment; you cannot place permanent alerts or connect new roads to segments with a high lock level, so the suggestion does not serve this purpose.
The suggestions will certainly be addressed. There is also nothing stopping you from messaging higher-level editors as well; we are always in the WME ready to review and help.
When I started editing in 2016, the lock on “Primary” and “State” roads was level 3 and the “suggest edits” feature didn’t exist. Before I understood the dynamics, this caused a bit of frustration, but that was exactly what motivated me to grow and level up to contribute even more to the map. After all, our goal is to make editing easier, coupled with map protection and route fluidity—never to create obstacles or discouragement.
In Brazil, federal highways overlap with state ones when their planned and implemented sections in the National Road System (SNV) meet certain requirements established by the National Integration Network (RINTER), including: connecting capitals to each other; connecting to the federal capital; national security; among others.
Regarding the lock level adopted for highways in Brazil, federal highways fit the idea of being of “greater importance” in connecting regional and national routes and also due to the fact that we have editors coming from other countries who edit without following the Wazeopedia Brazil guidelines.
Yes, every now and then there are cases of L3 or L4 editors who come on vacation and end up modifying segments without knowledge of the rules proposed in Brazil. For example: I find many foreign editors editing in cities in the Northeast (this includes highways too).

That’s true, but each case should be evaluated. In the major regions (I’m thinking South, Southeast, Midwest), a lot is already quite mature: dual carriageways, slow evolution (since they have already evolved a lot). But in other regions (I’m talking about AL, SE, etc.), we are in a long process of twinning and federalization. Imagine an L4 having to twin a federal highway; it would make the process very bureaucratic, and I believe an edit suggestion isn’t enough in these cases because it involves so many changes: new segments, direction, splitting segments, deleting unnecessary nodes, etc.
Honestly, I feel discouraged having to keep sending suggestions, which aren’t always viewed and addressed “quickly”. I believe there could be regionalization and perhaps exceptions could be applied to each specific case to be analyzed by the Champs. But who am I to decide anything.
All I know is that as long as it stays like this, I’ll be editing even less. Since my personal time is already limited, and going into the editor to “suggest” an edit, I’m better off staying on GMaps lol.
When I started, 95% of my posts on the old forum were about unlock requests and I’m still here. lol 
Still, it’s much better than having to come here all the time to request segment unlocks like in the old days. There are still things that can’t be suggested via the tool, but let’s face it, it’s much better than before.
But I understand your frustration and I share it in part. I’m also not happy about having to come here all the time to ask to lower a segment lock to work on my dear URs about speed cameras in the state of SP, where I close one and two more pop up! 
But I also understand the importance of this protection in order to safeguard our maps. Believe me, there are many level 2-3 lone wolf editors out there who don’t know our community exists, let alone that there’s a Wazeopedia with editing rules.
But it’s like our friend Patrick said, today it’s much easier than it used to be. But who said editing is easy?
The important thing is the paycheck at the end of the month

I understand that @andresonmelo’s frustration isn’t about having to request an unlock or submit a suggestion, but rather because it wasn’t necessary before and now it is. It feels like a step backward. It’s different from someone just starting out who has to ask.

I’ve reverted to the previous lock!
I know it’s “bureaucratic,” but I suggest requesting the unlock in the Alagoas forum; you know it doesn’t take long to be assisted (I’m almost always keeping an eye on the forum)! 
Even with your omnipresence (which I appreciate), it makes the process more time-consuming, on top of the clicking, typing, accessing the forum, etc.
This only pushes editors away, and that’s what I’ve been doing. I only registered this here to document it.
However, in future cases, I’ll leave it to the lvl5 editors from other states to decide to show up here and solve things.
