Inactive Serbia Community - Guidance needed

I am writing here because, unfortunately, the local Serbia community forum appears to be inactive.

Over an extended period of time I have submitted multiple unlock and update requests in the Serbia forum. None of these requests have received a response so far. In the same threads, I can also see requests from other editors that remain unanswered.

I fully understand and respect the requirement to use local forums first, and I have consistently done so. However, at this point, there appears to be no active engagement from higher-level editors within the Serbia community.

I am currently a Level 2 editor and an Area Manager. I do not have ambitions to edit intensively on a daily basis, but I do want to be able to responsibly improve the areas that are relevant to me—specifically the city I live in and the roads I use regularly.

In some cases, in order to meet certain mapping goals, I have tried reaching out via direct messages to editors I noticed were online. However, this is not a workflow I want to rely on, nor do I believe it is a sustainable or appropriate way to manage edits or unlocks.

As a concrete example, around 20 days ago, a new speed camera was installed in my city. The street where it is located is locked at Level 4, which prevents me from adding or updating this information.

My question is not only about this specific unlock request, but also about how editors in Serbia should proceed when the local community forum is unresponsive. I would appreciate guidance, assistance with this unlock, or advice on the proper escalation path in such cases.
