Here is the area in question:

I was responding to a UR indicating that the driver was navigated around a neighborhood rather than heading straight through a minor highway. Upon investigation, I did note there were issues with a Parking Lot Road joined to the highway which was denying turns to some through-traffic. However, when I attempted to correct the turn restrictions and hit save, I got the error, “While you were editing, the elements you’re trying to save have been modified and/or deleted. Please refresh and try again.” I thought, oh, someone is already working on it, so I waited about 10 minutes, refreshed, noticed nothing had changed, tried again, but got the same error.
Baffled, I looked around, and couldn’t find anything. I deleted the joined PLRs to see if that would help, but still could not update the turns. Eventually I zoomed in close enough to notice there were overlapping segments of Lakeview Parkway. I disconnected the offending segment, left the primary segment attached, and I was able to update the turns to allow through traffic appropriately. However, I have been unsuccessful at deleting the offending segment. No matter what, it won’t go away. Luckily, I was able to detach it from the adjoining segments, but I can’t delete it, change the type to hide it, move it, etc. I had to slightly navigate the “correct” segment around this odd segment to get the area to work correctly.
Can someone else with edit rights here please see if you can delete that segment and/or teach me what it is I am doing incorrectly? (If you delete it and get a warning about there being address numbers attached to that segment, I have updated the currently attached segment to reflect the addresses that were associated to that weird segment, so it is safe to delete).
