Reason: 4x URs reporting speed camera. One says southbound

L3 editors can no longer edit or add cameras.

Makes sense they’re seeing it and is probably signed, but does GTA use that above the listed schedule?

Technically nothing is written in stone. They can delay it, they can decide not to put it up, provide incorrect information to the public, etc etc.
