Level 1 here. I just noticed an error report and upon investigation it looks like a level 1 editor modified the intersection (previously a bowtie intersection) and killed ALL legal turns in the intersection! This is a high traffic area. I think all joining segments should be locked to level 3, as most are at this intersection.

U-turns ARE permitted east to west.
U-turns are NOT permitted west to east.
Note there are also two parallel road segements that don’t connect:

I think the editor should be contacted so this doesn’t happen again.
