Map Editors Community Update/Unlock Request

Hello there,

Try to make some edits near Cotonou Airport in Bénin (https://www.waze.com/editor/?env=row&lon=2.41907&lat=6.35253&layers=903&zoom=4), but 80% of the segments are locked 5/6. As a waze newbie, I am just wondering if this is on purpose, or just a “mistake”.
