Right turn on highlighted segment should be allowed… or… a turn-lane should be added (back in).
Also, I can’t figure out why San Tomas Expwy has been set to a different level both N and S… there are no bridges. Perhaps those should/could be reset to 0.

Perhaps the intersection was once more complex, with ‘turn only’ lanes criss-crossing, set at different levels to prevent waze from complaining about missing connections.
The extra lanes have been removed by someone ‘simplifying’ the intersection; which may be fine or may cause WAZE to complain about missing streets. (too much simplification can be a problem too!)
In any case, there is no need to ‘worry’ about the different levels. They wont effect anything until you start trying to connect two segments that are on different levels and the editor will prevent that, except under certain conditions (like, for example, one segment is just being created and connected, then WME will allow it to connect MOST of the time. )
