Reason for request: Found a new editor had intended to create some PLRs. (see sreenshot) Cleaned this up but needs a connection @ Clover St. and needs turn restriction updates @ Monroe Ave. The right turn connector is included as turns from that segment to the PLR should not be allowed.

Some other PLRs near here may need adjustments to one way / two way but does not need unlock to complete. Opened UR for this.
