On review, I’d suggest leaving this at 3 and raising all the other PLRs for this mall to 3.
The 3 lock is because (a) in several places the roads don’t match the aerials; and (b) large parking lots tend to be magnets for Rank 1 editors (and Rank 2 editors who got to Rank 2 by doing this) to fill in every lane. If the PLRs are locked to 3, it is much, much easier to undo the damage.
Why this one segment was locked at 4, I don’t know. I can speculate it may have been because of one particular editor, but if so that appears no longer to be a concern.
I’d recommend going ahead and closing this request as usual, and if someone else does believe one or more PLR segments should be at 4 I’m sure they will speak up.
Oh, there is one issue. The new segment has a “stay to the left” but it is not followed by a “turn left”. That may be confusing to drivers who encounter a T junction, even if there is only one way they can legally turn.
