Reason for request: Fixing MP an need lowered to connect PLR to Minor Highway.
Lowered. Wonder why mH was 4. Anyhow, go ahead.

The majority of the Minor Highways are level 4 this area. Makes it a bit frustrating when there’s a simple fix that I should be able to do, but can’t.
However, a number of Major Highways are level 3 in this area.
Figure that one out.
Well, take Las Vegas… We lock higher than standard mH = 4 near the strip because of tourist playing where they shouldn’t, and mostly because the pictures people add at the hotels on the strip are less than approvable. NYC mH is locked to 5 for the same reason. Then again, we’ve kind of vetted the area prior to locking it down.
