Level5→L2 Unlock: New York - Troy/Colonie

Reasons for request:

• State Hwy 7 needs to be updated to Freeway per NY FC map (Section from I-787 to Troy is officially a part of I-787, but unsigned to not confuse drivers with NY-787; Rest of the highway falls under “Other Freeways and Expressways which meet the criteria of a controlled-access highway” in USA Road Types wiki)
• Needs to be renamed to NY-XXX specification plus cardinal directions
• Ramp names need to be changed to naming standards and renamed to NY-XXX specifications
• Alternate names removed, need to add I-787 as alternate name from 787 ramps to 8th St in Troy (it is not signed on the exits to/from I-787, but there are 787 shields on the Collar City Bridge)
• Unnecessary node removal (former emergency turnarounds that have been deleted)
