Reason for request:

A driver with “avoid tolls” turned on in the app opened a UR, driver was routed AC Xpwy eastbound, through the service plaza and back onto the highway. We discussed this last night in the NJ hangout. I believe what needs to occur to fix is:

the segments highlighted should be bisected, with shorter segments that intersect the toll plaza east of here, in both travel directions, marked as ‘toll’;
but segments west of the toll plaza, in both eastbound and westbound directions, should be marked as ‘no toll’

I’m willing to support that, because it is more consistent with our general practices for toll roads. To fix the immediate UR though, all we need to do is remove the toll attribute from the segments in between the service area entrance/exit ramps.
