City naming is always a difficult thing to approach, particularly as regards the boundaries between one area and another. As such, it often requires significant local knowledge to get it right - so it’s a good thing you’re local. :lol:
I can see some segments are already named “West Vale”, so you don’t need the city name created to make a start. I would suggest that the best way to proceed is for you to set the name of “West Vale” on all the segments within your lock level then post back here. I can then quickly identify the area you have marked as West Vale and change any Lindwell segments that lie within it but were locked above your level. :mrgreen:
Whilst I was looking, I saw some problems around this segment. It appears that George Street is not connected to it. :o
There are also several missing abbreviations on street names: we always abbreviate where possible because of limited screen space in the client. There’s a list of abbreviations in the UK Wiki (link in my signature.
Lastly, try pressing SHIFT-Z. This toggles the display of turn arrows between “show all turn arrows for a single selected segment” and “show all red arrows on screen”. If you do that, you’ll see quite a few red arrows here that probably shouldn’t be red. 
Personally, I always edit with “show all red arrows” enabled. I only toggle it to check turns for a segment and always toggle it back again when I’m done.
