I need a lvl 5 lock on a freeway. Had a error by a user that the freeway was missing. I segment was deleted. Added the segment but I can’t give it the go straight and the lock I’m only lvl2.

How can we know who deleted that segment?

We can guess that it was the previous L3 editor. But regardless, that freeway is all locked to level 4 now.
