There is nothing to unlock. You should be able to add the road. it will either be added directly or as an edit suggestion for a senior editor to moderate. Please give it a try and let us know how it goes. You can also let us know if you want one of us to add it.
It still won’t allow me to add the road. Would one of you mind adding it for me?

Is the address correctly S 35 E? Or should it be S 35th E?

The address is correct with the 81 S 35 E.
Once the road shows up on the map, remove the address and search again (if you have previously tried to route to it).
