I have seen some of the reports where Waze directs users to take other routes when straightforward is possible. Such as this UR. (https://www.waze.com/editor/?zoom=5&lat=43.653673&lon=-79.451412&mapUpdateRequest=5177529&env=usa)
I checked the route to see if there is any incorrect restrictions on the routes, and the reporters are saying that there was no traffic nor accident. So I’m not sure if this is just a bug in navigation or if there is any other causes.
This particular segment is showing a very slow speed of 9km/hr that makes the detour faster.
The segment is showing different speed information in other times of the day for example:
If you check Thursday (same day the user drove there) at 9:30pm you will see this as a suggested route but changing to 10:00pm will not.
This is because slow traffic information was built on the segment and the way to “fix” this is to drive the segment on different days and times to contribute new traffic data.

Waze is using real-time and historical traffic data to calculate the most optimal route for its users.
In the location you showed the traffic data suggested to make a small detour to avoid a specific part of the road that Waze historical data is showing as slow. In situation like this you could ignore the suggestion and by driving the segment in a different speed you will contribute new traffic data that will help adjust the statistics for the segment. It may require several trips to make that kind of impact and this is why Waze become more accurate when more users in your area are using it.
