I’m not a New Yorker so maybe everything is working fine. But it seems like an odd collection of roads marked closed.

Just based off your image, there seems to be some gaps in the parade route - BUT there are gaps built into the parade to allow for cross traffic at specific intersections, so this may have been intentional.
