Elizabeth Ave is rank 2 in this area, can please provide a PL to the segments that need to be unlocked. Are you working on the rest of the street as well?

These were probably locked due the turn angles of the at grade connectors, I would ask the editor who locked them jondrush(6) before unlocking them.
