Waze currently there are no restrictions but on point A -> B, there is a restriction as Access Only?

Would this be a restiction we would put in, or is the term Access Only technically not defined enough to put a restriction in? If that make sense!
It is strange only to have an access restriction at one end of an estate. Note that Mons Ave also had the same sign, but Jutland Ave doesn’t.
In this situation, I’d just put the entire estate on as a Private Road. This will prevent through routing.
