I got routed between these two segments today via the parking lot road of the car dealership. I thought that Waze never routes via Parking Lot Roads? Did the fact that the route crossed a ‘street’ but did not use it make Waze think I was still within the same carpark perhaps?

I’ve now edited to make the southern half of the car dealership road a ‘private road’, should this resolve the anomaly?

If you’re already on Parking lot road, then Waze will route along other parking lot roads until you exit onto a ‘normal’ street. There’s a penalty applied to routes that transition from street to parking lot or private road, or between parking and private.
Making half the dealership private would fix your route, because of the transition in the middle. Does that make sense?
Other possible solutions include a disabled turn in the middle, or a slight dog-leg between that and the first parking lot. Either of these may get ‘fixed’ by another editor. A short section of street at east end of dealership would also work.
