Unable to edit the map in iraq "you can't edit the map yet"

Hello,
i am facing difficulties editing the maps in iraq. there are some roads where there is a speed cameras installed and they are not available in waze. also i want to add building and location names. could you please advise ?

In my country there are alot of speed bumps, I wanna mostly add them. Which level can I be to add them?

Iraq, and in my country almost every road has one or more speed bumps. so i wanna be able to add them because in waze very few speed bumps are registered.
