The two service roads allow special lanes to turn right without having to stop at the traffic lights.

Yes, those are the two service roads.

Based on the physical features of the roads, those do not qualify for AGCs.

If we’re looking for physical features, the roads would have to look like this.

The goal for us is “simplicity”, we want to keep the map as simple as possible. AGCs should be avoided at all costs.

The only time we could entertain adding an AGC here is if we’re getting update request complaints that the turn right instruction came too late; based on the design of this road… that shouldn’t be a problem.
Maybe if there were 6 lanes in that direction (two for left turns, three for straight through, one for right turn); understandably there could be confusion.
