I need to disallow a turn at a particular intersection of Route 124 and Russel Avenue, but it is locked by a level 3. I have attempted to highlight the particular problem in permalink if someone wishes to simply fix it without an unlock as well.

In this case, the branch off is not correctly added as a node to the main road.

Finally, just a few feet from that link is this particular intersection which I need to completely redo since it is causing major issues how it is now.

I corrected the turn restrictions for your first request since it was a quick fix. For your second and third requests I unlocked the surrounding segments to allow you to make the corrections.
