I don’t know why it’s locked (it’s not a major highway), but it needs to be unlocked to that we can correct the allowed turns. I’m not sure it needs to be relocked since it’s not a major highway

From what I can tell is as far as the lock, it is in close proximity to the changes that the 5 editor had done. I remember reading something that if you are making definitive changes, like freeways that we as editors don’t want the casual editor changing, then it is to be locked, and it was also discussed to lock the connecting segments to what you’re working on. That is my best guess and I’ll not go out on the limb any further. I am guilty of that myself, locking ramps and connecting segments to them. I don’t do it all the time or every circumstance, especially in areas far away from where I normally edit, but just what came to mind to try and help answer your question on the spot there.
