Howdy, and welcome to Waze editing! Thanks for bringing this to our attention.
There’s a big problem with this road at the moment that will effect navigation in that it won’t allow traffic to go westbound on the road, but I’m curious as to what you mean by bidirectional? Is that what you meant? You’re unable to get a route westbound on this road?
Also, Virginia editors have a Google Hangout to discuss matters where you can get a quicker response. This obviously works too, but the hangout allows for more of a back-and-forth conversation about matters. Are you interested in learning more about map editing, or just want to see this road get fixed?! Would you like to be added to the hangout?

Did you read the wiki on Ramp Speed Limits in USA?
The in and out segments have different speed limits and there are no SL signs in the May 2016 Street View so no SL should be entered.

"If there is a regulatory speed limit sign posted on the ramp itself, this speed limit should be added for the ramp segments. "
I would not issue this unlock request if I would not have driven there and had seen a specific speed limit sign without having that speed limit in the waze display. There is a speed limit of 45 mph on one ramp and 35 mph on the other ramp. Similiar is valid for other ramps on the I-664 / I-64 between Suffolk and Chesapeake.
But if you rely on Google instead of a driver passing the speed limit sign, then ok. Seems that active participation is not appreciated.
And… on Street View, I do see the signs.
The images you linked to are not “regulatory speed limit signs”. While you were reading the wiki, you might have noticed the statement that such signs “are marked with black lettering on white rectangular signs.” Also, there is an illustration of a yellow ramp speed limit under the statement, “Yellow ‘advisory’ speed signs (as shown below) are usually not enforceable; therefore, ‘advisory’ speeds, like the ones shown below, should NOT be added to the waze map.”
Oops… ok, learned the difference between yellow and while signs. I recommend to add a picture to that hint in the wiki.
Thanks for the help. The purpose of my post was to have you see the information about the yellow signs on your own as a teaching experience. That way the information stays with you longer. Also if you look at the USA speed limit wiki there are pictures of regulatory white and black signs and advisory YELLOW and black signs above as a lead in to the ramps since they are applicable in general and not to just ramps.
We do appreciate the help but also it helps for unlocks if you state all the information so others reading later learn to. A basic format is request unlock in city name(or county name) from current level to your ranking for reason. This tells people if it is within there lock level and editing area. For this one I would have added to add regulatory speed limit on ramp. Reason for this is most ramp speeds are advisory as your post shows.

I lowered to L1, I can’t pull up SV at work today, so remember we only mark ramps in US if there is a White sign with black letters/numbers (regulatory sign) or if the in and out speeds are the same. The Yellow sign with black letters/numbers is advisory and not posted.
Nothing to do with ramps, as I said, connection between parking lot on L2 street, far away from any hwy. But the segment in question is still locked. And the unlocked ramp should be relocked ![]()
