I’d need someone to unlock all the locked portions of Zanker Road, San Jose, CA to enable editing and possibly make it a 2-way street versus 2x1-way streets as a bunch of driving error reports come up because of it.

That road is another bad candidate for unsplitting. There are too many spots where it’s necessary to make u-turns. Unsplitting makes U-turns impossible and will cause more problems than it will solve.
OK, I understand now why it is a slip road (for the u-turns). Make sense.
What is recommended to do with the error reports?
I didn’t see any error reports but that layer may have been turned off. Are you talking about user generated reports or automatically generated map problems?

Okay, I looked again. These are user generated Update Requests (URs). Here’s how you troubleshoot it…
The first thing I see is a general error at the corner of de Soto Rd. The first thing I think of is that it should be spelled DeSoto Rd and that might be the reason for the error. The GPS track and Waze route are the same, so there’s no bad routing.
The next UR shows Incorrect Junction, which could mean just about anything…I’m still thinking the road naming.
The third shows Wrong Driving Direction, but once again the GPS and Waze Route are the same, so there’s no bad instructions. But notice the description has been typed in “alicante rd is being called de soto road on the directions”. This is probably because the segment across the median was named “de Soto Rd”, which should be unnamed. When traveling North and turning left on Alicante Rd, it would give the instruction to turn left on de Soto Rd. But I see you’ve already fixed that, or at least I assume you removed the name from the cross segment. If so, you can mark all three of those URs as solved (although I’d still correct the spelling of “DeSoto Rd”).
Moving north, the left turn slip lane going to Estancia Dr should not be a Ramp type segment. Street will do. That was done by an IGN editor, and they like to use Ramps where (anything else) should be used.
Moving further north, there’s a complaint about the next turn instruction…shows 327 when it should be 237. That report is from January 28, and another editor fixed it on April 11. So that’s done and should’ve already hit the client. You can mark that one as solved also.
Anyway, none of these have anything to do with the road being split, so it should definitely be left alone.
