Can you see other “wazers” on the map while driving?
Yes, if you have it enabled. Settings/Advanced/Show on Map. There is a delay in location for privacy reasons.

The icon that wazer has set for their mood, found under the main menu->My Waze.
Note that not all wazers will show. The list is filtered down per waze HQ.
Probably for both usability and performance.
And anyone who has Waze set to not show them on the map at all will not appear either.
There may be fossile-old versions of Waze out there that allow to do that - but nothing that was released over the past year.
Also, if you’re not in a big city, you’re not likely to ever see another Wazer on your screen (except for the random one that pops up when Waze makes a server connection). It’s just something that you get used to after a while out in the boondocks. 
Is that why I keep seeing Anonymous wazers pop up that just joined today and are all doing less than 10 mph?

Actually I think I’ve determined exactly what that little tab with the Wazer in it is. It appears to be the newest Wazer to join in your current “near you now” area. I’ve seen them pop up in the middle of my commutes, and clicking on them at this time always yields “joined today”. The ones on start-up are almost always “joined today” or “joined yesterday”.
