2x Level 5, 1x Level 2/3: Stockton, CA

I’m a fairly new Wazer, so I’m only level 1. I also do Civil Engineering in this area, and was trying to update a few new major Freeway interchange closures and add a new alignment of State Highway that was just opened to traffic this week, but discovered the hard way that as level 1, I’m unable to do much of anything here. Ideally, I’d be happy to help fix things, but as I doubt the powers that be want a large area around east Stockton downgraded to Level 1, I’ll just detail an update request here:

#1 (Level 5): This is the new southbound off ramp for SR-4/Golden Gate Ave as driven Tuesday evening. The off ramp to the north is currently under a temporary closure, and traffic is being detoured here per CMS notices. #2 (Level 5): This is the new northbound onramp for SR-4/Golden Gate Ave as driven yesterday evening. Old SR-4/Farmington Road is currently closed for reconstruction, so all SR 4 westbound traffic has to get on northbound SR-99 via this ramp. #4: This section of Farmington Rd/SR-4 (including the railroad crossing) is currently gone, as it is going to be reconstructed slightly to the north and at a 90 degree angle to #3 above. #5: This is the new overcrossing of SR-99. I’m sorry for the long drawn-out request, but I wanted to be as thorough as possible - I know this has been causing havoc in the area, and was hoping to get this info on here ASAP. As I was marking a few of these temporary closures on the mobile app, I saw at least a dozen people get lost. And it has some of the WORST detour and closure signing I’ve ever seen from Caltrans!

San Joaquin County – The California Department of Transportation (Caltrans)l closed State Route 4 from Stagecoach Road to Aldebert Road on Tuesday, October 7, 2014, until October 30, 2014.

Motorists shouldn’t expect 15 minute delays. Signed detours will be in place. Alternate routes should be taken whenever possible.

This work is scheduled to begin as listed, but is subject to change due to traffic incidents, weather, availability of equipment and/ or materials, and construction related issues.

This closure is part of the SR-99 South Stockton Widening Project. The $214.5 million project will widen SR-99 from four lanes to six lanes from Arch Road to SR-4. The project will build bridges; rebuild existing interchanges and permanently close some existing interchanges. The project when completed will ease congestion, improve mobility, decrease commute times and enhance safety within and through the county. Caltrans would like to extend our appreciation to motorists and residents for their cooperation during the construction of the SR-99 improvement project.

Thanks so much for bringing this to the forum! I’ve been working my way through some of the other 99 widening/realignment projects, but hadn’t gotten here yet.

This is great information, and you’ve done a very nice job of nice job of adding in the new segments, and the Golden Gate overpass connections look fine; thanks for reusing! :wink: Is the roadway truly shifted as far to the north as you’ve put it? Are both halves (north/south) of that bridge open?

I’m glad you added the press release for #4, because the link doesn’t seem to highlight anything within that zoom. I’m assuming Golden Gate is open to Adelbert, though? (Never seen a press release that stated, “Motorists shouldn’t expect 15 minute delays”, before… :smiley: )

I see that you named the new southbound exit, “to SR-4 E/Golden Gate Blvd” – is this the way it shows on the Big Green Sign (highway signage)? Usually, but not always, the name of the road will come first, then the highway references. We try to match the existing signage, to minimize confusion for drivers. Also, should the exits at Farmington now be renamed to include a “W” ? I doubt that signage has changed, yet. Looks like maybe there are currently two Exit 252B’s?

Don’t worry about the length of your request. It was excellent information, and exactly what we needed to get the work done.

Just so there’s a reference, do you happen to have a home page for this section of the project? So far, I’ve found that local municipalities tend to do a better job on this than Caltrans does, when they do them.

And, finally, when you run across a notification of a section of road that will be closed for a period of time, you can enter the pertinent information on the form found here: https://www.waze.com/forum/viewtopic.php?f=129&t=102605 It won’t show up in WME, but will close the section of road to routing and show it closed in the app. Again, official documentation or first hand on-site knowledge are best for this.

No worries - I’ve worked on all the San Joaquin County projects over the past several years, and am VERY familiar with them. I’ll shoot you a PM with details in a bit…

To your questions -

First, the path I made came from driving the road and using the pave roadway feature of the android app. That said, it’s likely the extreme north side of the bridge and roadway - they have currently routed the adjacent railroad onto the south half of the bridge to allow the contractor to demolish and rebuild where the BNSF RR goes over 99. Once fully open to traffic, the true center of the road will shift probably 15’ or so to the south. So right now, there is only two lanes of traffic, one each way, on what will be the two westbound lanes after the road is fully open. The eastbound left turn lanes onto the onramps and the two eastbound lanes are currently under RR ballast…

Second, right now there is only a black lettering on orange construction sign for the exit, as this was an unscheduled opening (at least per the original staging plans) - but the actual plans show multiple signs saying multiple things. They have official verbiage as:

  • Exit 252B Dr Martin Luther King Jr Blvd next exit
  • Exit 252B Golden Gate Ave (with an arrow)
  • (left arrow) Farmington Rd/Angels Camp (SR-4 shield) Well, you get the idea. The actual advertised plans do NOT actually have an SR-4 shield until you get to the directional sign at the signal at the end of the ramp, but that will be fixed before final signage goes up! :smiley: I looked at the exact verbiage used on other off-ramps to the north (SR-26/Fremont Ave, SR-88/Waterloo Rd) and attempted to keep things the same for now…

I have the plans as advertised on my computer, so can reference them at any time, but there are 1,414 11x17 pages to the plans, or 334 MB of PDFs. But feel free to hit me up with any questions!

OK, we’ll leave the road on the north side of the bridge for now, since that’s where traffic is actually travelling, then move it into correct position when they stop using the bridge as a shoo-fly.

As far as the signage goes, I get it. I saw that you did your homework on the naming; nice job. I was just trying to figure what drivers might actually be seeing. I’m sure this is a confusing mess for them already, so let’s try to match what’s on the road, when they put something named up, be it orange or green.

which indicates that the closures at MLK are permanent. Is this not the case? And can you tell us anything about the MLK ramp to NB 99 and to Main St? I’ve found other docs which appear to indicate that is all closed. Also, there is conflicting info on the NB Main Street offramp; what’s the status there?

Once again, you did a fine job of mapping the new roads, you just couldn’t connect them - now they’re connected. Life is beautiful! :slight_smile:

That press release is currently correct - They originally said last month that all 3 ramps at the 99/MLK interchange would be closed at the end of September, then delayed the northbound offramp due to access issues. My most recent understanding is that the northbound 99/MLK offramp is remaining open until the current Farmington Road closure between Stagecoach and Adelbert reopens, as these two locations are the only access points for emergency responders to easily get to east Stockton. Once Farmington Road is reopened (current signage and info says by October 30), then the 99/MLK northbound ramp will close permanently. As of 30 minutes ago on my drive to work, it was still open.

The change at this location is going to be reconstructing the existing MLK overcrossing from a one-way eastbound onramp into a two-way street with no freeway connection. After that is finished, it will become the main east-west connection over 99 in this area for several months with the Main Street overcrossing is demolished and rebuilt wider to accommodate the new 99 auxiliary lanes between Golden Gate and SR-4 west.

When all is said and done in about 2 years, the only two interchanges that will remain in this area will be the new Golden Gate/SR-4 one you just connected for me, and the existing Mariposa Road interchange, which is going to be reconfigured a bit and will have at least two permanent local street closures. the MLK and Farmington Road ramps are/will be closed permanently.

I need to return a call to the Caltrans Project Manager today on this project, I’ll ask her exactly what is going on with the signage and let you know. Hope that’s all clear!
