Additionally strange as the reporter is L3, the same as the segment level. So, He should be able to make changes himself.

Yes, unfortunately we cannot accept the suggestion at this time due to this bug so the comment is to prevent it from being incorrectly rejected.
Hello all,
I would like to let you know that a fix has been deployed to production, and the error is no longer present when trying to approve most suggestions. However, there might still be some problematic cases where “That change isn’t allowed at this time and won’t be sent for review” will be shown, so if you come across such instances, please let us know.
