Unable to approve edit suggestion

Steps to reproduce this issue:
When I try to approve the edit suggestion linked below, the error message “That change isn’t allowed at this time and won’t be sent for review.” appears at the bottom of the screen. I cannot see any issues that would prevent me from accepting it.

Steps to reproduce:

  1. Left click to selct the edit suggestion linked below
  2. Left click on the “Update map” button in the map suggestion panel
  3. Notice the error: “That change isn’t allowed at this time and won’t be sent for review.” pops up and no change is made.
