I just moved to a new construction home and it is a developing subdivision. I am trying to add some of the streets that have been constructed on it (there will be more to come in the future). I tried editing it but it would not let me saying I do not have permission (I am a level 1 editor). Who can help me to add this road?

Hmm, the first thing that comes to mind is that you may need to update your username to something that doesn’t start with “usa” https://support.google.com/waze/answer/6268711?hl=en has a quick tutorial.
Other than that, as long as the roads in question aren’t connected to a road locked above 1–highways, etc–you should be able to edit 1 mile around anywhere you’ve driven with Waze open. It may take as much as 24 hours for your drives to process, and there have been reports that trying to pave in the app can cause the drive processing to fail at times.
