The likely reason is that you don’t have an editing area in the location you want to edit. Editing areas are unlocked in places where you drive with the Waze app open. But we can help you.
Send the permalink of the location, along with all the relevant details of the place you want to include on the map, e.g.: Name, address, phone number, etc…

There are two cities on the border: Dionísio Cerqueira (Brazil) and Bernardo de Irigoyen (Argentina). In Dionísio Cerqueira, there are two roundabouts labeled as Argentina, Misiones, and I can’t mark them as Brazil, Santa Catarina because they are outside my region. I’ll leave this to you.
