I am unable to add Fort Resolution as a city name. All the roads in the link need to be tagged as Fort Resolution.

Please try now starting with the area near this segment and expanding.
Waze will let you save that name only in area near that other segments with the same city name so make sure you save your work after a few or each segment you change.
