House Number already exists, but is incorrect

I am not a level 2, so I can not force. How can I fix my house number if it already exists and I can’t force it? I tried watching the videos, but all except the first one have no audio.

I was able to find the existing house number, removed it, and I was able to add it properly. I am trying to update the whole development, but some houses have sequential numbers on the same side of the street. I get an error that a house number is on the wrong side when it isn’t. Any way to fix this?
